"BNP" list police officer to face misconduct panel!

A SERVING Merseyside police officer named in a leaked list of British National Party members is to face a misconduct panel.

The name of PC Stephen Bettley, who once worked as the chief constable’s chauffeur, appeared on the list detailing apparent members of the right-wing party.

He was immediately suspended and interviewed.

In a statement released yesterday a police spokesman said: “Merseyside police has completed its investigation of an officer alleged to be a member of the BNP.

“It has been recommended that the police constable face a misconduct panel.

“The matter is now in the hands of Merseyside police's solicitors for further consideration.”

This is absolutely disgusting that they are persecuting a member of our police force who has done nothing but act in a commendable way all through his career. The police force would not kick out officers for being members of Extremist Islamic groups despite these people wanting to murder millions of people, yet a legal political party that acts fully within the law and treats everyone as they should be treated are persecuted.

However Merseyside Police will be facing criminal charges for their use of the list, them using this list is illegal and a breach of Section 55 of the Data Protection act. The police are not above the law and we will make sure they are punished for this misconduct.

Also it is worth noting that there is no reliable evidence that this man has been or is a member of the BNP as the list is from un-official sources and has been tampered with and many fake names added and real ones removed.

    NAMP and Demos Report.

    The National Association of Muslim Police are pleased to launch ‘Diversity in Modern Policing Report' compiled with Demos, which for the very first time maps the roles and responsibilities of Ethnic Minorities, Muslim and Women in the Police Service across England, Wales and Scotland.

    The UK police service is the envy of the world and their commitment to protecting all citizens is not in question. However the issue of discrimination and representation in the police service remains an important issue. This has been heightened as we approach the Ten-year anniversary of The Stephen Lawrence Enquiry.

    The police service has made significant progress in improving the service provided in the investigation of major crimes with the introduction of detailed decision logs and the appointment of Family Liaison officers. But unfortunately the police service has not matched this improvement in the development and progression of its ethnic minority and Muslim officers and staff.

    The Muslim Community make up 3.3% of the UK population but only 0.75% of the police service is Muslim. There are only 30 Muslims out of 4630 Chief Inspector and Inspector ranks, this equates to 0.65%.

    In specialist departments Muslim officers are largely absent however we wanted to draw particular attention to the fact only 27 Muslims across 22 forces work in Counter Terrorism. This is out of a total of 2,374 officers.

    The National Association of Muslim Police acknowledge that the police service has made progress in terms of Gender, However the women who are ethnic minorities or Muslim have additional challenges and our survey showed the highest ranking Muslim woman officer is of Inspector rank.

    The National Association of Muslim Police believes there is an operational imperative for a diverse police service. The language and life skills of our police officers and staff must be used in all parts of the police service to help make our communities safer.

    Distribution of Islamophobic leaflets in Lancashire

    National Association of Muslim Police is in communication with Lancashire Constabulary over the distribution of racist and Islamophobic leaflets.

    We are very concerned that these leaflets have now been distributed in 3 other police force areas in the North of the country since June 2008.

    The initial request for advice sent to the Crown Prosecution Service (CPS) by Lancashire Constabulary, in order to establish if a prosecution should be undertaken was inadequate this resulted in CPS advising against a prosecution.

    CPS appeared to have relied solely on the leaflet. We would have expected the police to have conducted a more substantial preliminary investigation into this matter and presented the CPS with a full case file. Including interview records of the suspect(s) and a full community impact assessment. NAMP would like to confirm that we are still considering inviting the Independent Police Complaints Commission to review the initial investigation conducted by Lancashire Constabulary.

    The Police Service must maintain the trust and confidence of all sections of the community. NAMP will continue to work with the police service to improve the service we deliver to the public.

    MIM: The Association of Muslim Police in the UK encourages Muslim officers to do Jihad through conversion and try to recruit non Muslims to Islam and more co religionists to the police - in order to continue their Islamist propagation on the taxpayer's dime. The AMP openly proclaims that their mission is to "circulate books and pamphlets about Islam to members of the MPS who genuinely want to improve their knowledge and awareness of Islam and Muslims".

    Note that this item was on the website Salaam.co.uk which is run by Asaria Iqbal an economist who also runs Jihad and Ummah.org and is known as a 'webmaster for Al Qaeda'.

    Metropolitan Police's scheme on PCW uniform

    Since 2002 the Metropolitan Police Service has amended its dress code to allow female Muslim officers to wear the hijab. The Head of the Met's Human Resources, Bernard Hogan-Howe, has said: "It is only right that the Met ensures that its uniform is appropriate for all its staff."

    A secret high-level Metropolitan police report has concluded that Muslim officers are more likely to become corrupt than white officers because of their cultural and family backgrounds.
    The document, which has been seen by the Guardian, has caused outrage among ethnic minorities within the force, who have labelled it racist and proof that there is a gulf in understanding between the police force and the wider Muslim community. The document was written as an attempt to investigate why complaints of misconduct and corruption against Asian officers are 10 times higher than against their white colleagues.

    The main conclusions of the study, commissioned by the Directorate of Professional Standards and written by an Asian detective chief inspector, stated: "Asian officers and in particular Pakistani Muslim officers are under greater pressure from the family, the extended family ... and their community against that of their white colleagues to engage in activity that might lead to misconduct or criminality."

    It recommended that Asian officers needed special anti-corruption training and is now being considered by a working party of senior staff.

    The report argued that British Pakistanis live in a cash culture in which "assisting your extended family is considered a duty" and in an environment in which large amounts of money are loaned between relatives and friends.

    The leaking of the report comes at a time when the Met needs the cooperation and trust of the Muslim community more than ever and as the force tries to contain the fallout from last week's anti-terrorist raid in Forest Gate in which a man was shot. The first version was considered so inflammatory when it was shown to representatives from the staff associations for black, Hindu, Sikh and Muslim officers, that it had to be toned down. There are 31,000 officers in the Met - 7%, or 2,170, are black and minority ethnic; among these an estimated 300 are Muslim.

    One Muslim officer with the Met said: "It is like saying black officers are more likely to be muggers. Today it is Muslim officers who are treated as the Uncle Toms. How can they say to the Muslim community 'trust us', when they don't even trust their own Muslim officers."

    Ahmanrahman Jafar, vice-chairman of the legal affairs committee of the Muslim Council of Britain, said it was shortsighted of the Met to be alienating its Muslim officers at such a sensitive time.

    "We've got about 1,000 wrongful anti-terrorist arrests since 9/11 and I believe that if Muslim officers were involved in looking through that intelligence and understanding the context, we would have far greater efficiency in the police force and a far greater prosecution rate," he said. To support its conclusions, the report gives examples of cases in which Pakistani Muslim officers have been accused of corruption and misconduct. According to its critics, the report gives insufficient weight to the motivation of those who made the complaints or issues of institutional racism.

    Superintendent Dal Babu, chairman of the Association of Muslim Officers, said the report had racist undertones. "We are gravely concerned about its contents and the message it sends to recruits and potential recruits," he said.

    George Rhoden, chair of the Metropolitan Black Police Association added. "We have made it clear that we disagreed totally with the conclusions ... the whole thing needs to be researched in a much more comprehensive way."

And Britain can only become a genuinely pluralistic and multicultural society by providing the Muslim community with enough space to express itself the way it chooses. Neither Britain nor the Muslim community can assume they know the answers. Instead, we need new questions.

    The Association of Muslim Police (AMP) has written to home secretary Jacqui Smith to ask her to prevent police forces blocking its research into the potential discrimination of black, Asian and Muslim officers.

    The AMP is auditing the distribution of minority officers by rank and specialism. But 20 of the 43 forces in England and Wales said data protection rules prevented them from responding.

    The AMP wants Smith to intervene and order a review of racism in the police to mark the 10th anniversary of the Stephen Lawrence inquiry. If that fails, the association said it would make requests under the Freedom of Information Act.

    From the information it has so far received, the AMP found 95% of black, Asian and Muslim officers were in the most junior ranks, and very few were in specialist postings. Progress on diversity was "painfully slow", it added.

    The letter, leaked to the Observer, stated: "Muslim officers are being overlooked, potentially discriminated against in promotion, or are failing to receive the necessary training and personal development that would allow them to rise through the ranks."

    Ken Jones, president of the Association of Chief Police Officers (Acpo), said: "Chief officers are united in their desire to lead forces whose staff better reflect the make-up of our vibrant and diverse population. Until and unless we are able to increase the diversity of those who enter the service, progress will be slower than it ought to be."

    Last week, equality minister Harriet Harman announced new measures to increase the use of positive action. Acpo said it welcomed the move as it would boost officer diversity.

    The Association of Chief Police Officers confirmed that officers convicted of serious crimes while serving could remain in their post
    Police officers with convictions for gun crimes, benefit fraud and violent attacks are still serving, it emerged last night.
    The offences include discharging a firearm, possession of a cannabis plant, being drunk and disorderly, assault and theft.
    Many of the crimes took place while the officers were in post, supposedly protecting the public.

    Last night experts said the public would be alarmed by the revelations, which point to a fall in standards.

    MPs said they raised ‘serious questions’ over whether courts can trust the evidence given by police convicted of dishonesty.
    The list of crimes relates to Hampshire Police.

    Among its 4,000 officers, there are 42
    separate convictions. The number of offences is the equivalent of more than one criminal conviction for every 100 officers.
    If such a picture were repeated nationwide, the 144,000 police in England and Wales would have more than 1,580 convictions.
    The Association of Chief Police Officers (ACPO) confirmed that officers convicted of serious crimes while serving could remain in their post.
    Unlike members of the public who break the law, they are protected by Government rules called Police and Misconduct Regulations.
    These set down a range of alternatives to dismissal – such as a reprimand, fine or reduction in rank. Decisions are left to individual forces, which opt for dismissal only
    in more severe cases.
    Liberal Democrat justice spokesman Chris Huhne said: ‘The public will be rightly concerned that there are serving police officers who have committed crimes as serious as assault and firearms offences.

    A black police association – now that is racism in actionMinette Marrin
    Imagine what would happen if I announced, as publicly as possible, that no woman should consider working for The Sunday Times, because it was a hotbed of bullying and institutionalised discrimination against women. Perhaps I should quickly point out that it isn’t; The Sunday Times is a marvellous employer. But imagine that I did go public with such an accusation and went on to say, while continuing to work here and draw a salary, that I would use my journalistic network to discourage all women from applying for work here, calling for a “boycott”.

    The rest of the press would, of course, gleefully pounce with headlines such as: “Machismo alive and well at Wapping”, and so on. And the editor would sack me, rightly.

    Public disloyalty like this is unacceptable to any organisation; it is profoundly damaging. If things were that bad, if independent employment tribunals had failed to satisfy me, if the generous anti-discrimination laws had not found in my favour, then the only honourable public course for me would be to resign. My staying in my job would reek of hypocrisy.

    This ought to be obvious. It stands to reason and to rule. Yet somehow the rules seem to be different for “black” officers in the Metropolitan police.

    Last week the London branch of the National Black Police Association (NBPA) urged black people and those from ethnic minorities not to join the force, and announced a boycott of any recruitment drive by the Met to attract candidates from ethnic minorities. It felt it would be wrong to encourage them to join a “hostile and racist environment” and would “actively discourage them from doing so through its extensive community network”.

    So BME police men and women – BME is the fashionable abbreviation for black and minority ethnic – are appealing to other BME people to stay away from the Met because it is institutionally racist. I am afraid this will make some of them look rather silly on the beat, as if they themselves are willing to put on the uniform of racist abuse they are warning everyone else against.

    Besides, if anything is institutionally racist, in the strict sense of the term, it is the existence of the NBPA itself: it is a separatist union for officers who call themselves black. This is in itself highly tendentious. The term “black”, according to its website, “does not refer to skin colour. The emphasis is on the common experience and determination of the people of African, African-Caribbean and Asian origin to oppose the effects of racism”. Why, in an integrated force in a multiracial city, should any ethnic grouping define itself as separate? And by grievance?

    It would, after all, be illegal for white men and women to set up a White Police Association, and I cannot help feeling that it is or ought to be illegal for other ethnic groups too. Yet such is the guilt-ridden bad faith within public services that such organisations have been encouraged.

    It’s hard to think of anything more damaging to race relations than the announcement by senior black police officers that the Met is not safe for black people. And if it’s not safe for Muslim police to associate with fellow officers, what – the unspoken question must be – is it like for ordinary Muslims on the street?

    What makes all this much worse is that the president of the NBPA (not just the Metropolitan branch) is Commander Ali Dizaei of Scotland Yard, who is not only black (according to the loose NBPA definition) but a Muslim. This must send a clear message to all Muslims that they cannot trust the police. To call this inflammatory is to put it mildly. Yet nobody has been sacked.

    We have become too soft, too inured to this kind of stuff, even to notice it.

    It’s true the country has been preoccupied with the international financial crisis, but in its way this is a serious matter too. So is the fact that Dizaei is suspended from duty, for the second time in his career, pending the investigation of three allegations against him. The proper time for Dizaei’s NBPA to come out with its accusation against the Met would be after, not before, he had been found innocent of the charges – if that is what happens. For him, as NBPA president, to involve himself with such serious allegations of racism against the Met at such a time seems to me improper; it must be against the interest of good race relations inside and outside the police, and it will incline sympathisers to think, should any of the allegations against him be upheld, that this must be just another racist stitch-up.

    Race relations in the Met have turned nasty. Dizaei’s close confidant, Assistant Commissioner Tarique Ghaffur, Britain’s most senior Asian officer, has also been suspended on “gardening leave” after publicly airing his racism grievances against the Met on television. A cabinet minister would be sacked for doing that but somehow Ghaffur, like Dizaei, felt the rules weren’t for him. Ironic, as the recently ejected Sir Ian Blair put a great deal of effort into improving race relations. But that is, sadly, the point.

    The best efforts of well-meaning multiculturalism have led precisely and disastrously to this state of affairs.

    The more people are encouraged to see themselves as separate from others, the more they will form separate identity groups, with separate interests.

    The more they are encouraged to see themselves as special-interest groups and – sometimes – as victims of oppression, the more a grievance industry will develop. And the more powerful and pervasive the grievance industry, the more grievances there will be. It’s a vicious multicultural circle.

    Such groups have indeed sprung up like mushrooms – the Met’s BPA branch was launched in 1994, and the Met also has the Association of Muslim Police, the Christian Police Association, the Metropolitan Police Sikh Association and the Metropolitan Police Hindu Association. That all sounds nice and inclusive, but actually it is divisive and yet another sign of contemporary decadence.

    There are more than enough independent organisations and laws to protect the oppressed in this country. There are proper ways for the Met to be examined for racism and proper ways for victims to be compensated. None of this should be entrusted to the self-appointed hotheads and subversive activists of the grievance industry.

    A Tory MP has provoked fury by accusing Britain's black police leaders of being racist.
    David Davies said black police representatives in London had behaved worse than the apartheid regime in South Africa by urging ethnic minorities not to join the Metropolitan Police force.
    In a speech to the National Black Police Association annual conference, he also slammed the organisation for not allowing white people interested in fighting racism to become full members.
    His comments sparked an angry reaction from delegates. Up to a dozen walked out in protest and others slow-handclapped the MP for Monmouth, who was likened to a BNP extremist.

    Up to eight police officers and civilian staff are suspected of links to extremist groups including Al Qaeda. Some are even believed to have attended terror training camps in Pakistan or Afghanistan.

    Their names feature on a secret list of alleged radicals said to be working in the Metropolitan and other forces.

  14. Merseyside Police Gay & Lesbian Support Network

    The Gay and Lesbian Support Network (GLSN) was set up in 2001 to address and raise awareness of the issues facing gay, lesbian and bisexual staff in the organisation.

    Chief Constable Bernard Hogan-Howe has pledged his support for the group.

    As members of Merseyside Police and the gay community our aims cover both internal and external issues.

    Internally, our primary function is to provide a support network for gay, lesbian and bisexual staff, or indeed any staff who wish discuss anything relating to gay, lesbian and bisexual issues. This also includes the provision of a social network for staff.

    Expertise and guidance

    As Gay officers and support staff we can provide expertise and guidance in various aspects of Police work including:

    The development of policies affecting gay, lesbian and bisexual staff.
    Assistance in the investigation of homophobic incidents
    The ongoing work to improve recruitment, retention and progression of gay, lesbian and bisexual staff.
    We provide information, support and mentoring to potential applicants.
    We also speak to all Stage 1 probationers on day 6 of their career and provide them with our details and all the information relating to the support network.
    Our members can also assist other groups within the organisation such as the Police Federation, Trade Unions and First contact Officers on any Gay and Lesbian issues.

    In addition some of our group have undergone First Contact Officer's training.

    Community groups

    Externally our members contribute to various other community groups and events such as Gay and Lesbian Forum.

    This provides ideal opportunities to ‘spread the word' within some hard to reach groups in order to increase trust in the Police and ultimately enhance public confidence and satisfaction.

    We would be delighted to welcome any new people to our network. It is not membership based, as there are no forms to fill in - the group is run on an informal basis.

    It must be stressed that details of membership are strictly confidential. Personal details are not disclosed to anyone else including other group members.

    The network offers members the opportunity to get together, socialise and discuss any issues that people may be encountering in order for the network committee to take back to Management or simply just to have a chance to unload your problems/issues.

    Founded in 1990, GPA aims to work towards equal opportunities for lesbian and gay police service employees, offering advice and support to employees and promoting better relations between the police service and the lesbian and gay community.

    GPA actively directly and indirectly supports 16,000 police staff, representing the largest minority group employed by the police service.

    The inquiry into allegations made against former committee members of the Metropolitan Police Sikh Association (MPSA) has concluded that there is no criminal or misconduct case to consider.

    The investigation began in October 2007 and was carried out by the Metropolitan Police Service's Directorate of Professional Services under the management and control of the Independent Police Complaints Commission. The Metropolitan Police Service commissioned an independent financial audit.

    IPCC Commissioner Nicola Williams said: " While no criminal or misconduct charges will be brought in this case, the inquiry found that: financial reporting and accounting were weak; ticket sales for social events inconsistently recorded and lack of information kept about sales or monies banked; and funds raised for charity were not passed to the organisations concerned."

    Investigative conclusions

    The inquiry found no evidence that funds collected for - and not paid to charity - were misappropriated. It also found that these funds had not been used to balance the books inappropriately. In 2006 no payments were made, this includes cheques that were addressed to the charity. It is not clear why this was not done, however this appears indicative of a lack of professional capability for dealing with these accounting procedures and a lack of effective oversight in this system.

    2005/06: Crimes Omitted from the British Crime Survey


    Crimes with child victims
    When comparing the BCS and recorded crime the following adjustments were made by the Home Office in 2005/06 to allow for the exclusion of under 16s. The calculations are contained in a separate document obtainable from the Home Office, 'Comparing BCS and police counts of crime'. The Home Office assumed that 11% of woundings were against under 16s, and reduced the recorded crime total by 61,866. Robbery was reduced by 22%, or 18,012 offences. Theft from the person was reduced by 7% or 8,151 offences. And assault was reduced by 20% or 45,168 offences. In total 142,258 recorded crimes were carried out against under 16s, but excluded for the purpose of comparison with the BCS figures.

    We can get a little closer to the true figure by using BCS estimates of the crimes not reported to the police and, if reported, not recorded. The Home Office has produced a 'best estimate' of the proportion of crimes recorded by the police.

    In other words, when the Government claims that the BCS provides the most reliable picture of crime, it is missing out 508,126 offences against children under 16. It is also missing out offences against shops, offices and manufacturers. How many crimes against these victims are excluded?

    We can make similar calculations to those for the under 16s. The Home Office estimated that in 2005/06, 50% of vandalism (which includes arson and criminal damage to buildings) was against commercial premises, that is 586,411 offences. Similarly 12% of thefts from motor vehicles, were against commercial victims, 48,653 offences; 12% of thefts of motor vehicles, 12,788 offences; 8% of attempted thefts of motor vehicles, 4,711 offences; 11% of attempted thefts from motor vehicles, 9,132 offences; and 6% of vehicle interference and tampering, 4,662 offences. Altogether this produces a total of 666,360 recorded offences, excluded for the purpose of comparison with the British Crime Survey.

    These figures make no allowance for theft from commercial premises. In The Economic and Social Costs of Crime, published by the Home Office in 2000, the authors estimated the real number of thefts from shops by multiplying the number of recorded offences by 100. Why did they choose 100? The figure was based on a study by Professor Farrington of Cambridge University who has estimated that the multiplier should be between 100 and 1,000. The Home Office opted for the lowest figure in the range, 100, which produced an estimate of nearly 31 million instances of shoplifting. The report acknowledges that this figure may be on the low side and suggests another formula, also based on the work of Professor Farrington. He has estimated that for every criminal cautioned for or convicted of shoplifting, about 150 offences have actually been carried out. The Home Office further assumes that each offender in the official figures has been convicted for two acts of shoplifting. In 1998 120,000 individuals were cautioned for or convicted of theft from a shop. Using the Farrington formula the Home Office estimated that the total number of offences was 36 million. (The calculation is 120,000 x 2 x 150 = 36 million. See p. 16, note 17 of The Economic and Social Costs of Crime.)

    Professor Farrington's estimate is based on a detailed study of shoplifting, but to multiply recorded crime by 100 may strike many observers as rather arbitrary. Another indicator that could be used is the Commercial Victimisation Survey (CVS) carried out by the Home Office in 1994 and 2002. The survey found 14,648,000 thefts by retailers' customers or unknown persons (but not counting employees or 'outsiders') in 2002 (see Figure 2.1, p.7). In 2001/02 only 306,596 acts of shoplifting were recorded by the police.

    If we assume that shoplifting in 2005/06 was similar to the amount revealed by the CVS in 2002 (the most recent year the CVS has reported on), then it means that the amount of shoplifting not counted by the BCS in 2005/06 was about 14.6 million offences, perhaps more.

    On the most cautious of assumptions, there were 508,126 offences against people under 16 and, on similarly cautious assumptions, there were 2,996,039 offences against commercial victims, not including shoplifting. However, if shoplifting is included, based on the 2002 CVS, and again making only the most cautious of assumptions, another 14,648,000 offences should be added, producing a grand total of 18,152,165 offences.

    But this too would be an under-estimate, because the 2002 CVS found a total of 20,844,000 crimes against retailers (including shoplifting) and another 552,000 against manufacturers, some 21,396,000 in total. That is, still leaving out many offences recorded by the police (including drug offences and sexual offences), and assuming a similar rate of crime against commercial victims in 2002 as in 2005/06, we should add 21.9 million offences (508,126 + 21,396,000 = 21,904,126) to the 10.9 million reported by the BCS for 2005/06, a total of 32.8 million.

It does not take a detective to prove Tomlinson is an active Left wing racist with shady connections, one being Lee Jasper.

    Tomlinsons behaviour with the BPA has helped create another break away group that has blatent religious /political ambitions the so called Muslim Police Association. So now we have 2 groups that are bigoted with there own agenda. The agenda being Anti-white, anti christian, helping to destoy the Police force by turning it into a Stalinist political machine through intimidating the loyalty of fellow police officers and the public in general, aided and abetted by senior police officers and certain politicians who should know better. As recently as last week Vinny Tomlinson was passing judgement on a serving police officer whose name popped up allegedly on stolen data from the BNP's so called members list, demanding the sacking of this officer. This really will not do. Concerned members of the public will now start looking into Mr Vinny Tomlinsons behaviour in more detail, exposing his racist anti white agenda together with those who have aided and given support to this bigot who by the way is neither a scouser, black or a police officer now there's a tale!!!

  20. Jacqui Smith, the Home Secretary, has abandoned plans to make the police more directly accountable to their local communities. It is questionable whether the Government was ever really serious about this measure.

    Ministers proposed to make the members of the police authority that oversees each of the 42 constabularies in England and Wales directly elected. At present about half are indirectly elected - members of the local authority - and the remainder appointed from the community and the magistracy.

    This proposal, while an advance on the existing system, stopped well short of more radical ideas floated by the Tories for directly-elected police chiefs or for elected commissioners with powers to hire and fire.

    Miss Smith says the intervention of Boris Johnson, the Mayor of London, the future of Sir Ian Blair, the Met commissioner, was a factor in her decision. But this should have worked in favor of continuing with the legislation, not scrapping it. Sir Ian resigned because he had lost the confidence of the elected polticial leader of the capital he served. Is she proposing that a police chief in whom the community has no confidence should just carry on because he has the support of a national politician but not a local one?

    The other reason she has called a halt to greater accountability is because police chiefs were opposed to it. Well, of course they were. Why would they want a politician breathing down their necks insisting that the wishes of the local people for more bobbies on the street are fulfilled?

    But no-one was suggesting that elected commissioners should interfere in the operational decisions taken by police but should be invoilved in setting the strategy and parameters that communities want their police to follow.

    What we have at the moment is the worst of all worlds. Shire chief constables are under pressure to meet targets and performance indicators set miles away in Whitehall but are not accountable in the same way to the people they actually police.

    In America, community policing works because the mayor or the police chief is ejected from office if it is not delivered. Mayors have set up small new police departments, seceding from county forces and re-establishing community ownership of policing.

    One such new department, in a California town of just 14,000 people, has the motto "No call too small'', and people are encouraged to e-mail the chief himself.

    There was a time when local police commanders could be relied upon to understand and react to the needs of their local community; but even though there is ostensibly a network of autonomous police constabularies, they are far more under a centrally-wielded cosh than they ever used to be.

    Some reform is needed to give the community back some control over how they are used and how the money is spent on what is the last great unreconstructed public monopoly.

    Tim Brain of the Association of Chief Police Officers (Acpo) said the organisation had made its opposition clear and had ''expressed the importance in maintaining the constitutional independence of the police. It has been an essential feature of our democracy.''

    He added: ''We warned against the dangers of politicisation of the police.''

    But the police have already been 'politicised' it is just that their political masters sit in the Home Office or in Whitehall. The aim must be to make them responsive once again to the requirements of the people they serve. There was a chance to begin this process but, once again, the Government has flunked it.

    "UK undermines core Western values"

    British courts continue to disgrace Enlightenment values.

    This month saw a secret UK court hearing, with secret participants, produce a secret order to secretly gag the population, the terms of which are secret and the revelation of which is punishable by up to 15 years of imprisonment. How many of these orders exist is unknowable--we glimpse at the severity of the problem only when the orders are violated.

    Secret gag actions are usually associated with the likes of Saudi- Arabia, China or North Korea. Closed-door justice for the wealthy emasculates the UK population and grants succor to repressive regimes across the globe who can look to the UK for validation.

    It is time these orders were treated with the contempt they deserve.

    Wikileaks previously released the gag order for the Northern Rock bank collapse, now we release the secret gag order made by High Court Justice Tugendhat on Dec 15, 2008, aimed at covering up an email leak from the British establishment. The secret order was first targeted at UK newspapers, but our copy was destined for the
    UK Parliamentary blogger 'Guido Fawkes', editor of 'order-order.com'.
    The summary states:

    1. The identities of the Applicants/Claimants must remain confidential.
    2. The fact of the existence of the Orders must remain confidential.
    3. The terms of the Orders must remain confidential.

    The order concerns emails from Zac Goldsmith, a noted 2005 Conservative party recruit, and social climber sibling Jemima Khan. Both are hairs to the late billionaire financier Sir James Goldsmith (FOUNDER of UKIP) Needless to say there are no teachers, small business owners or technicians being granted secret media gag orders in the UK.

    The order states that anyone who knows of the order must obey it, so plaintiff lawyers Carter Ruck have served the order on media outlets across the British Isles.

    Britain is an increasingly dangerous Western disgrace, but you won't hear about it in the British press. The examples needed to elucidate just how the country is failing can not be mentioned, accelerating its decline.

    In the last five years Britain has become the world's largest arms exporter, the preferred home of Russian and middle-eastern oligarchs, the world center for "libel tourism" and, as far as we can tell, the Western capital of secret gag orders.

    Only a week ago, on December 17, the High Court of London gave the go ahead for a libel tourism action against the New York Times.

    The same day the Hon. Denis MacShane (Labour) with two MPs from other parties, told Westminster that UK courts had become a "Soviet- style organ of censorship".

    POLICE have admitted they acted wrongly during an operation to catch gay men having sex in public toilets.

    Officers set up spy cameras in a convenience in New Brighton last year after attendants reported concerns about the behaviour of some men using it.

    After a series of high-visibility patrols, police hid the two tiny cameras in the urinal area of the toilets, one at head and one at waist height.

    Cameras were also set up outside the Harrison Drive block to detect car registration numbers.

    Police caught 126 offences taking place in just three months and 40 men were arrested, causing outrage among the gay community because many of those arrested were not openly homosexual.

    A Liverpool-based Merseyside police sergeant caught during the 12-day blitz was cautioned and fined 13 days’ pay.

    The force was accused of using strong-arm tactics and double standards over the way it dealt with straight and gay men.

    Now, in a police authority report, chiefs said things would be done differently next time.

    A full scale review was ordered into the operation and the results have just been published.

    The report said: “The arrests caused concern within sections of the gay community, because there was a perception of disproportionate action against the gay community.

    “They made mistakes and I am glad this report acknowledges that.

    “I hope it will not be permanent and we have seen in recent instances how sensitively the police can deal with things.

    On the occasion of a colossal failure of judgment, immoral behavior or abortive attempts to achieve certain goals, politicians, business leaders and even clergy often utter the words, “I take full responsibility.” These words, fine in themselves, are rarely followed up with resignations, terminations, restitution, discipline or any other action which gives evidence of taking responsibility. In fact, after these magical words are incanted, the failures and sins of those who recite them are deemed to be, by both the utterer and many of the hearers, purged away and removed as far as the east from west. And the hapless man who dares ask for more than words is labeled a nitpicker, a malcontent, a Shylock after his pound of flesh.

    Upon analysis, the words, “I take full responsibility,” when used in such a way, mean nothing of the sort. Rather, a string of phonemes that sound like the otherwise meaningful sentence, “I take full responsibility,” has been vocalized. As such, the sounds are as vacuous as the men who utter them

    Arrest Barack Obama. The reason for "conspiracy" laws is to get the "ring-leader." To nip the conspiracy, starting from the top down. To keep the "Godfather" from claiming that he "didn't know about" what his "underlings" were doing. A "conspiracy" is a plot, set in motion by an individual, carried out by others. In this regard, the dirty-deed was to replace Obama in an Illinois Senate-seat with another Negro. The salient points are that Obama "talked" to Governor Rod Blagojevich about who to name, from a list heavily-laden with Negroes, including Jesse Jackson, Jr. But, wait. Stop.

    The Blagojevich-Jackson communique was first disclosed by David Axelrod, who later tried to retract it. But, stop again. An arrest does not prove or admit guilt. It, only, backs up a charge. Axelrod can have his day, in court, to see if a jury believes him or not. But, that should not stop the arrest of Obama. Axelrod works for Obama, although some say that Obama works for Axelrod. Notwithstanding, both Axelrod and Rahm Emanuel, another Obama-honcho, were involved in "connecting" to Blagojevich. The "emissary" from Jesse, Jr., who some say was Jesse, Sr., was the "go-between."

    Rolling in

    The "emissary" offered a million or so dollars, which Blagojevich insisted that he wanted to see rolling in, before taking the bait. Blagojevich had the right, however, to appoint whoever he wished. Even, himself. But, as soon as the bribe was offered, the one who started or pushed the bribery was on the cuff. Obama. Obama may deny it. But, he should have his chance in court to see if a jury believes him. All of the kingpins, in fact, should be nabbed. Axelrod. Emanuel. Jackson, Sr. and Jr. Valerie Jarrett, another Obaman, too close for comfort. Blagojevich might, even, become a "deep-throat."

    Putting the pieces together reveals the overlapping fund-raisers for both Obama, Blagojevich and Jackson, together with the web of intrigue somewhat indicative of a tribe of Bushmen in Kenya. Blagojevich turns out to be more the missionary in the pot, with the heat turned up, but the real cannibals are the Obamans, who pulled out the Candidate #5 Kitty, followed by a secret-meeting between Blagojevich and Jesse, Jr. Following that meeting, news-accounts said that Jesse, Jr. was smiling broadly. But, with his mission eventually thwarted, Obama chunked his spears at Blagojevich.

    Pressure to step down

    Richard Butler and a score of individuals were once placed on trial for "conspiracy." Butler was acquainted with some, had been at meetings with others and had no connection to still others, except by way of "emissaries." Nevertheless, they were all arrested. Arresting Obama and the chieftains of his gang will contain the scandal and pressure Obama to step down. But, the arrest must take place quickly, to prevent further besmirching of the White House. The fact that Blagojevich did not take the loot, at the time, is of no legal-consequence. The Obamans conspired among themselves.

    What, then, of "prosecutorial-discretion"? George W. Bush has gone to great lengths to elevate Jackson and Axelrod types, even though the scheme backfired. Bush's mouthpieces have stated that they have no desire to prosecute "to the hilt." They overlook that when lawmakers declined to impeach the war-criminal Bush, voters carried out an "impeachment" of their own, at the ballot box. Likewise, with illegitimacy enveloping Obama, Americans will be disinclined to pay homage or render service to one so tainted. It will amount to a "citizen's arrest," in social and political terms.

  32. The European Union has been accused of spending £2 billion each year on 'vain PR exercises'.

    New research by Open Europe, a think-tank that supports EU reform, has found that so-called European "information" campaigns are one-sided and boast a budget that is bigger than Coca-Cola's total worldwide advertising account.

    One publication, entitled How the European Union works, described the EU as "a remarkable success story".

    Another English-language "information" pamphlet claimed the EU "is delivering a better life for everyone" and described the single market as "a winning formula."

    The researchers also found a European Commission document that admitted: "Neutral factual information is needed of course, but it is not enough on its own. Genuine communication by the EU cannot be reduced to the mere provision of information."

    Lorraine Mullally, director of Open Europe, said: "Taxpayers should not be footing the bill for vain PR exercises to make us love the EU. The EU needs urgent and radical reform, not expensive campaigns to improve its image."

    The research also found that projects, such as the EU's School Milk Scheme, come with propaganda strings attached.

    "The scheme requires schools to display a European school milk poster which must be 'permanently situated at a clearly visible and readable place at the main entrance' of the school," finds the study.

    "It even specifies that the poster must be 'A3 or bigger, with letters 1cm or bigger'."

    Other campaigns target young people. One project in late 2008 was themed "From Shakespeare to Euro Rap".

    Events included: "Poetry Slam competition - Europe: I have a dream".

    Miss Mullally said: "People certainly need to know more about the EU, but the EU has proved unable and unwilling to provide neutral, factual information. This senseless spending on dubious PR projects has got to stop."

    EU and European Commission officials have stepped up "information" campaigns following a series of referendum rejections over the last three years.

    Recent Brussels polling has also deeply alarmed Euro-MPs by finding that only that only two per cent of Britons are aware that European elections are taking place next year.

    A pre-Christmas Eurobarometer opinion survey found that the already low levels of interest in next June's elections were actually declining as the vote gets closer.

    "The number of citizens who say they are likely to vote is less than it was six months ago," found polling published last week.

    Controversy: Anti-terror chief Bob Quick's wife has been running the car hire firm without a licence
    Britain’s top anti-terror police chief faces more embarrassing questions over a luxury car hire business run from his home which appears to be operating illegally and is being investigated by the local council.
    The business, run by the wife of Metropolitan Police Assistant Commissioner Bob Quick, the officer who sanctioned the highly controversial raid on the House of Commons office of Tory MP Damian Green, could face prosecution and a fine of up to £3,000.
    Inquiries by this newspaper have established that the business, which hires out vintage Rolls-Royces and Mr Quick’s 130mph Jensen Interceptor for about £500 a day, does not have an operator’s licence.

    This could have a bearing on the validity of its passenger insurance policies.
    The business, Aphrodite Wedding Services, also appears to have broken the law on two more counts – failing to obtain a private-hire licence for its vehicles and to register its drivers.

    To get an operator’s licence, drivers must be checked by the Criminal Records Bureau – so there is no way of guaranteeing those employed by Aphrodite have been vetted.
    Steve Wright, chairman of industry body the Licensed Private Hire Car Association, said: ‘Private-hire vehicles on executive trips gain access to high-security venues. This has serious implications in view of the terrorist threat.’

    He added: ‘If this business has no licence, it should not be trading. I would have expected a senior police officer, of all people, to be aware of this.’

    The Mail on Sunday reported last week that the business was being run from Mr Quick’s home and details were on the internet.

    Mr Quick then accused the Conservatives of corruption and of trying to undermine his investigation into the leak of secret Home Office information to Mr Green.

    He later withdrew the remarks and apologised to David Cameron.
    In a further embarrassment to Mr Quick, it has emerged that while in his previous post as Chief Constable of Surrey, his force and the local Tandridge District Council produced a 36-page booklet explaining the rules affecting private car hire firms.
    One paragraph states: ‘No person shall operate any vehicle as a private-hire vehicle in Tandridge without having a current operator’s licence.’

    After a change to the Road Safety Act in April this year – aimed at closing a loophole that let some operators circumvent the rules – the only firms allowed to operate without a licence are those dealing exclusively with weddings and funerals.

    Aphrodite offers a wide range of services, including executive trips and days out to destinations such as Kew Gardens and stately homes.

    A Mail on Sunday reporter visited Tandridge Council offices to inspect the register of private car hire firms but was unable to find any reference to Aphrodite Wedding Services.
    A council spokesman said: ‘If this business is providing car hire services for day trips and events, and not just for weddings and funerals, we believe it does need a private hire vehicle and operator’s licence. All its drivers will also need to be licensed. We will be contacting the business.’
    Last night Mrs Quick said that in early 2007 she had sought ‘detailed advice’ from the council.
