DISCRIMINATION against dominant white males will soon be encouraged in a bid to boost the status of women, the disabled and cultural and religious minorities.
Such positive discrimination -- treating people differently in order to obtain equality for marginalised groups - is set to be legalised under planned changes to the Equal Opportunity Act foreshadowed last week by state Attorney-General Rob Hulls.
The laws are also expected to protect the rights of people with criminal records to get a job, as long as their past misdeeds are irrelevant to work being sought.
Equal Opportunity Commission CEO Dr Helen Szoke said males had "been the big success story in business and goods and services".
"Clearly, they will have their position changed because they will be competing in a different way with these people who have been traditionally marginalised," she said.
"Let's open it up so everyone can have a fair go."
Victoria's peak business body expressed concern yesterday about the need for the proposed laws, and questioned if they would undermine the right of companies to make legitimate business decisions.
At present, individuals or bodies wanting to single out any race or gender for special treatment must gain an exemption from VCAT.
Companies and public bodies accused of discrimination can only be held to account after a complaint has been made.
But the proposed changes go much further, allowing the commission to inquire into discrimination, seize documents and search and enter premises after attempts to bring about change have failed.
Businesses and individuals would be required to change their ways even if a complaint had not been received.
Action could be taken where an unlawful act was "likely to occur", not just in cases where discrimination has taken place.
The commission would also have real teeth to enforce its rulings via VCAT and, as a last resort, in the courts.
The changes, shown in a Department of Justice report by former public advocate Julian Gardner, would also:
EDUCATE people so they know their rights.
GIVE more protection to people with disabilities, requiring companies and public entities to reasonably accommodate their needs.
GRANT the homeless and people who act as volunteers better protection from discrimination.
Victorian Employers' Chamber of Commerce and Industry workplace general manager David Gregory said business supported the objectives of equal opportunity legislation.
"But I am concerned and curious about whether these changes mean the commission can second-guess the legitimate business decisions of individual businesses," he said.
The first raft of changes to the Equal Opportunity Act were introduced into Parliament last week.

ReplyDeleteA 12-year-old schoolgirl has been left paralysed from the waist down by a mystery illness that came on 30 minutes after she was given the new anticervical cancer jab.
Ashleigh Cave suffered dizziness and headaches soon after the vaccination at her school and then deteriorated rapidly, collapsing several times over the following days.
A week later she was admitted to hospital after losing all strength in her legs and, two months on, there has been no improvement.
Her mother Cheryl, 37, from Aintree, Merseyside, is blaming her daughter’s condition on the human papillomavirus (HPV) jab, which was introduced in Britain in September as part of a government-funded vaccination programme.
All girls aged 12 and 13 are being offered vaccinations with Cervarix, a drug that stimulates the body to defend itself against HPV, to protect against the later onset of cervical cancer which is linked to the virus.
In America, where an immunisation programme using a similar product, Gardasil, began more than a year earlier, there have been dozens of serious “adverse events” reported in which a link to the vaccinations is suspected.
They included 30 deaths in addition to cases of Guillain-Barré syndrome, an auto-immune disease that can cause paralysis. The American authorities have said, however, that there is no evidence the HPV jabs caused these reactions.
Ashleigh’s case has been logged with Britain’s Medicines and Healthcare products Regulatory Agency as an instance of possible Guillain-Barré syndrome, although her doctors have now apparently ruled it out as the cause.
The agency has also indicated that the illness was probably not caused by the jab. Ashleigh’s doctor at Alder Hey children’s hospital, Liverpool, where she is undergoing tests, has said she did not have a “pathological reaction” to the vaccine.
Cheryl Cave said that she found the timing of her daughter’s symptoms impossible to ignore.
She said that within 30 minutes of Ashleigh having the jab at Maricourt Catholic high school on the morning of October 15, she was complaining of severe headaches and dizziness. Over the next 48 hours her condition worsened and she collapsed five times. Two days later they set off to visit friends in Hampshire but the schoolgirl collapsed again on the train.
She was admitted to Frimley Park hospital in Camberley, Surrey, where doctors gave the initial diagnosis of “vertigo and generalised myalgia, probably due to recent vaccinations”.
On October 22, a week after she was given the HPV jab, she was admitted to Alder Hey hospital, where she has remained ever since.
Her mother said: “At first they tried to tell us she was imagining it because she was being bullied . . . they will not mention her illness and the vaccine in the same sentence.”
A spokesman for the medicines agency said: “Guillain-Barré syndrome naturally occurs in the population. There is no good evidence to suggest that the Cervarix vaccine can cause [it].”
GlaxoSmithKline, which makes Cervarix, said that the agency had suggested the case “was not linked to the vaccine”.

Over breakfast last week a senior police officer reeled off impressive crime figures for his patch. All crime was down by 20 per cent, the number of violent offences had fallen by 10 per cent and vehicle crimes had been halved.
Then he paused, dropped the political mask that so many chiefs have to wear, and admitted that none of these numbers gave him any reassurance. “The problem is that the crimes that really worry people, and me – the teenagers running around with knives and guns – seem to be getting worse” This is the story of policing in the past few years: a maddening obsession with measuring performance. Police chiefs have been walking around with leaflets in their pockets depicting their performance in graphic form or with their latest crime stats imprinted on their minds. The public stopped believing such figures a long time ago.
Sir Ian Blair, the outgoing Met Police Commissioner, conceded as much a few months ago. “In London,” he said, “there is almost no public faith in the crime figures.” This can be explained partly by the surge in teenage murders in London, which no amount of downward lines on graphs can disguise. Recent requests under the Freedom of Information Act have revealed that the official figures on gun and knife crime are gathered in a way that is misleading.
Today’s disclosure that forces have been wrongly collating numbers on violent crime hardly comes as a surprise. The numbers game is wide open to interference, manipulation, omission and outright trickery. If the politicians get their way and subject police forces to more local political control, there is a real possibility that pressure to “juke the stats” will intensify.

A recent example of thousands of man hours and what would be millions of pounds worth of tv advertising hunting down 16 gobby football supporters. The police are being used as an extension of the labour/communist party. They are more concerned with stopping you from talking, reading and hearing opposeing views. Sadly the police are being policed by career motived fraudsters as an Assistant Met Commissioner said. The situation is worsened by the racist so called Black Police Association which has strong links with many left wing organisations. The sooner this racist organisation is scraped the better for the police and public.

ReplyDeleteThe Pentagon has developed a comprehensive strategy for taking over the internet and controlling the free flow of information. The plan appears in a recently declassified document, “The Information Operations Roadmap”, which was provided under the FOIA (Freedom of Information Act) and revealed in an article by the BBC.
The Pentagon sees the internet in terms of a military adversary that poses a vital threat to its stated mission of global domination. This explains the confrontational language in the document which speaks of “fighting the net”; implying that the internet is the equivalent of “an enemy weapons system."
The Defense Dept. places a high-value on controlling information. The new program illustrates their determination to establish the parameters of free speech.
The Pentagon sees information as essential in manipulating public perceptions and, thus, a crucial tool in eliciting support for unpopular policies. The recent revelations of the military placing propaganda in the foreign press demonstrate the importance that is given to co-opting public opinion.
Information-warfare is used to create an impenetrable cloud around the activities of government so that decisions can be made without dissent. The smokescreen of deception that encompasses the Bush administration has less to do with prevaricating politicians than it does with a clearly articulated policy of obfuscation. “The Information Operations Roadmap” is solely intended to undermine the principle of an informed citizenry.
The Pentagon’s focus on the internet tells us a great deal about the mainstream media and its connection to the political establishment.
Why, for example, would the Pentagon see the internet as a greater threat than the mainstream media, where an estimated 75% of Americans get their news?
The reason is clear; because the MSM is already a fully-integrated part of the corporate-system providing a 24 hour per day streaming of business-friendly news. Today’s MSM operates as a de-facto franchise of the Pentagon, a reliable and sophisticated propagandist for Washington’s wars of aggression and political subterfuge.
The internet, on the other hand, is the last bastion of American democracy; a virtual world where reliable information moves instantly from person to person without passing through the corporate filter. Online visitors can get a clear picture of their governments’ depredations with a click of the mouse. This is the liberalization of the news, an open source of mind-expanding information that elevates citizen awareness of complex issues and threatens the status quo.
The Pentagon program is just one facet of a broader culture of deception; a pervasive ethos of dishonesty that envelopes all aspects of the Bush White House. The “Strategic Intelligence” Dept is a division of the Defense establishment that is entirely devoted to concealing, distorting, omitting and manipulating the truth.
In what way is “strategic intelligence” different from plain intelligence?
It is information that is shaped in a way that meets the needs of a particular group. In other words, it is not the truth at all, but a fabrication, a fiction, a lie.
Strategic intelligence is an oxymoron; a tidy bit of Orwellian doublespeak that reflects the deeply rooted cynicism of its authors.
The internet is a logical target for the Pentagon’s electronic warfare. Already the Downing Street memos, Bush’s bombing-threats against Al Jazeera, the fraudulent 2004 elections, and the leveling of Falluja, have disrupted the smooth execution of Bush’s wars. It is understandable that Rumsfeld and Co. would seek to transform this potential enemy into an ally, much as it has done with the MSM.
The Pentagon’s plans for engaging in “virtual warfare” are impressive. As BBC notes: “The operations described in the document include a surprising range of military activities: public affairs officers who brief journalists, psychological operations troops who try to manipulate the thoughts and beliefs of an enemy, computer network attack specialists who seek to destroy enemy networks.” (BBC)
The enemy, of course, is you, dear reader, or anyone who refuses to accept their role as a witless-cog in new world order. Seizing the internet is a prudent way of controlling every piece of information that one experiences from cradle to grave; all necessary for an orderly police-state.
The Information Operations Roadmap (IOR) recommends that psychological operations (Psyops) “should consider a range of technologies to disseminate propaganda in enemy territory: unmanned aerial vehicles, "miniaturized, scatterable public address systems", wireless devices, cellular phones and the internet.” No idea is too costly or too far-fetched that it escapes the serious consideration of the Pentagon chieftains.
The War Dept. is planning to insert itself into every area of the internet from blogs to chat rooms, from leftist web sites to editorial commentary. The objective is to challenge any tidbit of information that appears on the web that may counter the official narrative; the fairytale of benign American intervention to promote democracy and human rights across the planet.
The IOR aspires to "provide maximum control of the entire electromagnetic spectrum" and develop the capability to "disrupt or destroy the full spectrum of globally emerging communications systems, sensors, and weapons systems dependent on the electromagnetic spectrum". (BBC)

A Tunisian-born man wanted by Interpol for offencers has reportedly been advising Scotland Yard.
The Times said Mohamed Ali Harrath,45,has been advising the MET Police on countering Muslim extremism despite an arrest
warrant being issued in Tunisia.
The Interpol website lists his offences as forgery,crimes involving the use of weapons, explosives and terrorism. The Met has so far reused to comment.

Many of these hopefuls, who had been promised fast tracks to the top
in the police, jumped at the chance of a relatively easy way of
promoting their future prospects.
These hopefuls had been nurtured by left-leaning academics, in the
universities they had attended, they left with 2/1’s or lower,
thinking they were the saviours of a wicked capitalist society that
still yearned for its old imperials days………………So they set out to
change this…………..This was more important to these unthinking and
untrained pseudo-intellectuals then catching crooks.
This is why our present day police force is more capable of mounting
